Linking Postal Code and City

Is it possible to create a database on the go of postal codes and cities? For example, I live in 2370 Arendonk. I enter it once. Then I enter my friend, who also lives there. Is it possible that I then only have to enter either 2370 or Arendonk? This would also reduce errors.
