There does not appear to be a way for a Group to be viewed by 'the employee public'. Only by the manager. We create groups that might need to be reviewed by folks for accuracy.
At the higher level, you can do a drop down for My Groups or All Groups. But when building the group, there is no place to mark public or my only.
